In theory, the GeForce RTX 4070 Ti will be 223% faster than the Radeon R9 M395X overall, due to its greater bandwidth. (explain)

GeForce RTX 4070 Ti 516096 MB/sec
Radeon R9 M395X 160000 MB/sec
Difference: 356096 (223%)

Texel Rate

The GeForce RTX 4070 Ti should be much (approximately 499%) better at texture filtering than the Radeon R9 M395X. (explain)

GeForce RTX 4070 Ti 554400 Mtexels/sec
Radeon R9 M395X 92544 Mtexels/sec
Difference: 461856 (499%)

Pixel Rate

If running with a high resolution is important to you, then the GeForce RTX 4070 Ti is a better choice, by a large margin. (explain)

GeForce RTX 4070 Ti 184800 Mpixels/sec
Radeon R9 M395X 23136 Mpixels/sec
Difference: 161664 (699%)

Please note that the above 'benchmarks' are all just theoretical - the results were calculated based on the card's specifications, and real-world performance may (and probably will) vary at least a bit.

Memory Bandwidth: Bandwidth is the maximum amount of information (counted in megabytes per second) that can be moved over the external memory interface within a second. It is calculated by multiplying the interface width by its memory clock speed. If the card has DDR RAM, it should be multiplied by 2 again. If it uses DDR5, multiply by ANOTHER 2x. The better the bandwidth is, the better the card will be in general. It especially helps with AA, HDR and high resolutions.

Texel Rate: Texel rate is the maximum number of texture map elements (texels) that can be applied per second. This number is calculated by multiplying the total amount of texture units by the core clock speed of the chip. The higher this number, the better the card will be at texture filtering (anisotropic filtering - AF). It is measured in millions of texels applied per second.

Pixel Rate: Pixel rate is the maximum number of pixels the video card could possibly record to its local memory in a second - measured in millions of pixels per second. Pixel rate is calculated by multiplying the number of colour ROPs by the the core speed of the card. ROPs (Raster Operations Pipelines - also sometimes called Render Output Units) are responsible for drawing the pixels (image) on the screen. The actual pixel fill rate also depends on many other factors, especially the memory bandwidth - the lower the memory bandwidth is, the lower the potential to reach the max fill rate.
