Display Specifications
Memory Bandwidth: Memory bandwidth is the largest amount of information (in units of megabytes per second) that can be moved across the external memory interface in a second. It is worked out by multiplying the card's interface width by its memory clock speed. In the case of DDR RAM, it must be multiplied by 2 again. If it uses DDR5, multiply by 4 instead. The better the card's memory bandwidth, the faster the card will be in general. It especially helps with anti-aliasing, High Dynamic Range and high resolutions. Texel Rate: Texel rate is the maximum number of texture map elements (texels) that can be processed in one second. This is calculated by multiplying the total amount of texture units by the core clock speed of the chip. The better this number, the better the card will be at handling texture filtering (anisotropic filtering - AF). It is measured in millions of texels processed in one second. Pixel Rate: Pixel rate is the most pixels the video card can possibly record to its local memory in a second - measured in millions of pixels per second. The number is calculated by multiplying the number of Render Output Units by the the core speed of the card. ROPs (Raster Operations Pipelines - aka Render Output Units) are responsible for drawing the pixels (image) on the screen. The actual pixel fill rate is also dependant on lots of other factors, most notably the memory bandwidth of the card - the lower the bandwidth is, the lower the potential to reach the max fill rate.

if you look at the specs, really effective bandwidth would be better on the 7970 because of the PCIe 3.0 (providing you have a PCIe 3.0 compatible board) and it has better open GL 4.2 admittedly its only .1 better but thats the difference between playing BRINK and not playing BRINK.or any other game. and note too that the 6990 here has 2 cores where as the 7970 has one.
